**保険と失業
昨年末、富国生命保険が給付金支払い査定部門の約30%の人員をIBMの「ワトソン」に置き換える計画であることが明らかになった。この春までに、専門的でパワフルな質疑応答ベースの人工知能(AI)エンジンが、それまで34人の従業員で行っていた仕事を素早くかつ静かに実行することになる。

東京に本社を置く富国生命はこれによって30%の生産性向上を見込んでおり、170万ドルの初期投資も2年以内に回収できるとみている。業績への効果は今のところ不明だが、病欠や有給休暇、昇給、職場環境に対するさまざまな苦情がそっくり激減するのは確かだろう。これこそ大きなステップであり、非常に大胆な実験と言える。

年末にこのニュースが報道されてから数週間かかったものの、英語メディアで報じられることで世界中に広がった。これまでと同じように、日本語のほとんどすべての記事はこのソフトウエアの物理的な存在について何も述べていない。
だが、欧米メディアは、非常に驚いたためか「日本の保険会社でロボットが職を奪っている!」と声高に報じている。この「ロボット」という単語の誤用は世間知らずであるばかりでなく、ジャーナリズムとして根拠のない言い回しだ。しかし、この場合には興味深い思考実験ももたらしてくれる。

ワトソンは解放者?


業務に使われるロボットや人工知能(AI)ソフトは、いわゆる3D(汚い、危険、屈辱的)仕事を割り当てられることが多い。最初の二つ(汚い、危険)はたぶん富国生命で給付金支払い査定を行ってきた社員には当てはまらないが、最後のD(屈辱的)は解釈の余地がある。確かに、保険金支払いに必要な無数のデータを照合したり分析したりといった作業を楽しんでやっている社員がいるかもしれないが、ほとんどの人にとっては、非効率な文書業務と反復作業が多い退屈な仕事ではないかと思われる。

強力なデータ管理と分析の能力をどんどん向上させていくIBMワトソンのようなシステムについて、「雇用を奪う」という考え方は、もしかすると正しくないのかもしれない。

大局に立てば、AIはまさにロボットに適している仕事からわれわれ人間を解放してくれる、という発想を受け入れるべきなのかもしれない。

Late last month, we learned that Fukoku Mutual Life Insurance plans to replace approximately 30% of its payment assessment department with a software system powered by IBM’s Watson Explorer. By spring of this year, the narrow but very powerful question-and-answer-based artificial intelligence engine is expected to be quickly and quietly doing the work of 34 former employees.

The Tokyo-based firm anticipates a 30% productivity increase and reclamation of the initial US $1.7 million investment in less than two years. Performance outcomes remain to be seen, but it’s wholly guaranteed that requests for sick days, paid holidays, mandatory salary increases, and general complaints about working conditions are guaranteed to drop. This is a big step, and a rather bold experiment.

This late-December news took a few weeks to spread, but it eventually went global in English-language media outlets. As usual, virtually every Japanese-language report rightfully made no mention of this software’s physical presence, but Western media, broadly embarrassing themselves, stupidly proclaimed that “Robots are Stealing Jobs at a Japanese Insurance Firm!” Yes, misuse of the word “robot” is both disingenuous and journalistically unsound, but in this case, it did prompt an intriguing thought experiment.

Watson the Liberator?



Working robots and certain kinds of artificially intelligent software are typically tasked with jobs that fit within the so-called Three Ds: Dirty, Dangerous, or Demeaning. The first two Ds probably don’t apply to the former employees of Fukoku Mutual, but the last D is more open to interpretation. Sure, some people might genuinely enjoy collating and analyzing the myriad data points necessary for setting insurance payments, but for most humans, it sounds like a tedious, highly repetitive job that requires a mountain of inefficient paperwork. In other words, the kind of work we might call...robotic.

While it is a certainty that powerful, increasingly capable data management and analysis systems like IBM’s Watson Explorer with continue disrupting human employment, maybe “losing jobs” is the wrong way to think about it. In the big picture, maybe we should embrace the idea that AI is here to set us free from work rightfully suited for robots.

そもそもトランプ大統領のAIに対する見方はどうなのでしょう。すでに、大統領なりの「AI観」を表明しているのかもしれませんが、やはり「雇用を奪う」とか言って敵視するのか、それとも米国産業の競争力強化につながると支持するのか。実際にはその中間ぐらいの意見を持っているような気もしますが、試しに各社のAIおよびAIアシスタントに、トランプ大統領がAIをどう思っているか(その逆にAIがトランプ大統領をどう思っているかも含めて)聞いてみたい気もします。
